The vision is the main philosophy of the GMP because it describes the ultimate aspiration of stakeholders on what they would like to achieve in managing the PA and its buffer zone. It is a statement of the desired condition and state of SINP in the future.
The vision is translated into several components presented in goals and objectives. Goals are broad descriptions of preferred actions in the next 10 years and reflect the kind and quality of development that shall be pursued in SINP. Each goal is further scaled down to specific objectives, which provide measures to achieve expected outputs of this management plan. Objectives are expressed in more precise and attainable terms.
The Vision Statement
SINP is the centerpiece of biological diversity conservation, providing sustained ecological services and opportunities for equitable and sustainable development and avenues for stakeholder participation and empowerment on its management.
Goals and Objectives
Goal 1
SINP biological diversity (genetics, species and ecosystem levels) protected and conserved thereby sustaining its ecological services and socio-economic benefits derived from the sustainable use of natural resources.
Objectives
- To delineate and demarcate the boundary of both the PA and the buffer zone with permanent and visible markers following the passage by the Congress of the SINP Act.
- To adopt and implement management zoning modalities, which shall safeguard the biodiversity of SINP from destructive and unsustainable exploitations while supporting local community needs for land tenure security, basic social services and sustainable livelihood.
- To continuously enforce an integrated resource protection framework that will sustain the participation of communities and other stakeholders in protecting the forest and other ecologically important resources of SINP from illegal, destructive and/or inappropriate uses.
- To enhance SINP habitat, watershed and other ecological functions through restoration and/or rehabilitation of open and denuded areas; inadequately stocked and logged over sites; critical watersheds and wildlife habitats; and mined out areas with the active participation of different stakeholders.
- To update the biodiversity information of SINP through regular monitoring and continuing research as basis in coming out with scientifically backed and socially acceptable management options and decisions.
- To sustain the implementation of conservation awareness activities that would heighten the appreciation of local communities and general public on the biodiversity importance of SINP so as to gain broader support for its conservation and protection.
Goal 2
Opportunities and mechanisms provided to institutionalize a gender sensitive and community-based resource management paradigm and to support the improvement of the quality of life of tenured migrants and other resource-dependent communities of the PA and its buffer zone.
Objectives
- To facilitate the organizing of communities in areas where are no existing people’s organizations and/or strengthening of existing community organizations involving men and women and capacitate them to become effective resource managers and partners in the conservation and protection of SINP.
- To boost the economic capacities of tenured migrants and other resource-dependent communities of the PA and its buffer zone by providing opportunities and measures for the adoption of non-destructive and sustainable livelihood practices or economic enterprises that would mitigate threats to the biodiversity and the environment, in general.
- To assist tenured migrants in accessing and availing legal and locally appropriate land tenure instruments so as to create sense of belongingness and stewardship among them over areas covered by SINP, while providing humanitarian considerations to address the occupancy of non-qualified tenured migrants.
- To establish network and coordination among government and non-government institutions for the delivery of necessary basic social service requirements of tenured migrants and other resource-dependent communities of SINP.
Goal 3
SINP developed as a major ecotourism destination in the region, where strong community participation, local benefits and conservation education are promoted with effective visitors’ management system and ecologically appropriate physical structures.
Objectives
- To establish coordination, partnership and implementation mechanism for the development of community-based ecotourism in pilot areas identified by SIBP specifically in Sohoyon Natural Bridge, Pinipisakan Falls and the closed canopy forest in Borongan-Llorente areas.
- To initiate social preparation and capacity building of local communities and other stakeholders in providing effective ecotourism services that would likewise offer them with additional and sustainable livelihood alternatives in pilot ecotourism areas.
- To develop and install compatible and appropriate visitors’ facilities that will enhance the natural features of pilot ecotourism areas and promote conservation education and values.
- To design and implement pilot and site-based ecotourism events and products that will promote the ecotourism program of SINP.
- To establish network and coordination with concerned government and non-government institutions for the marketing and promotion of the SINP ecotourism.
- To conduct carrying capacity and feasibility studies of other areas with high ecotourism potentials and opportunities so as to develop additional ecotourism sites.
Goal 4
SINP management system strengthened and operational with legislative measure that provides funding support and ensures broad-based stakeholder participation.
Objectives
- To ensure the enactment by the Congress of the SINP Act that is responsive to biodiversity and sustainable development agenda of Samar Island and reflective of local stakeholders’ aspirations with corresponding annual appropriation and/or budget.
- To strengthen and sustain the operation of the PAMB, as well as the PA office with competent personnel and provided with necessary logistical and financial resources and appropriate facilities.
- To advance the management and technical capacities of PAMB, PA staff and other stakeholders in protected area management.
- To enlist the participation of stakeholders in the management of SINP through installation of partnership and/or co-management arrangements in the implementation of the GMP.
- To harmonize biodiversity and sustainable development needs of SINP to the larger development landscape and seascape of Samar Island by integrating the management plan to short and long-term development plans and legislative agenda of local governments, national agencies and other institutions.
- To carry out resource mobilization strategies that would respond to the sustainability of SINP management operations.
- To formulate and enforce policies and guidelines that will ensure the conservation and protection of the PA and its buffer zone.
- To develop and implement a participatory monitoring and evaluation system so as to enhance the management system of SINP.
